The same with loosely draped surrounding mechanical equipment - large water pump assemblies, etc. I would use it as a loose layer - for example above an existing suspended ceiling where the electrical/mechanical systems were too complex to bother getting involved in normal mass air mass construction - while looking for additional isolation. There are a lot of references that provide rough comparisons between different framing techniques.

I can't offer a comparison between the TL of this set-up compared to a similar set-up using MLV, but drywall is certainly cheaper, and actually made for the same purpose you are looking for - to block sound. I used 2 layers of drywall (5/8") on the outer surface, on framing studs, and another 2 layers of drywall (5/8" + 1/2"), on the inside, on a separate set of framing studs, with a 1-foot gap between the walls, and dense insulation in the space. I have not personally tried using MLV in my walls, but mostly because of its cost. Only lab testing is meaningful - and lab testing does not indicate that the performance of this product in an isolating assembly is "better mass" then other less expensive options. I say this because there is nothing they have to make an "apples to apples" comparison between this and other options once all is said and done.

The fact that customers who purchase MLV say how satisfied they are with it's results is completely meaningless. If you work your way through this you will see (quite easily) that if you compare a layer of MLV sandwiched in between 2 layers of drywall - to the cost of an additional layer of drywall - the additional drywall beats (hands down) MLV from a cost/performance point of view. Pound for pound you can usually purchase lead for less of a cash investment than MLV - so I find it hard to see where MLV over lead makes any sense - this because everything boils down to mass. For the original purpose of MLV, it the best bang for buck. As used in walls for isolation, other traditional construction methods are cheaper.
